国务院于2021年1月24日正式公布了《排污许可管理条例》（简称“《条例》”），以行政法规的形式对排污许可证的申请和审批、排污单位的法律责任以及排污许可的事中事后监管等问题进行了统筹安排。《条例》已于2021年3月1日起正式施行。
